WALWORTH COUNTY, MINN. – Robert Alan Chilcote, 29, of Porterfield remained in jail as of Feb. 23 in Wright County, Minn., on felony charges of 2nd degree assault with a motor vehicle, fleeing a peace officer and being a fugitive from justice from another state.
The sentence for the fugitive from justice charge would be determined in Marinette County, according to notes on a court document. Bond had been set at $500,000 for the fugitive charge. The maximum sentences for the Minnesota charges are seven years for the assault charge and three years for the fleeing charge.
Law enforcement had tracked the suspect to Wright County, Minnesota, according to a court document.
When a Wright County sheriff’s deputy located the vehicle, he put his flashing lights on and the vehicle pulled over. The deputy ordered the driver to step out of the vehicle, but the driver allegedly failed to do as he was told, according to the court document. Instead, the vehicle took off towards Otsego, Minn., with the sheriff’s deputy in pursuit with his squad-car lights and siren activated. The suspect’s vehicle allegedly accelerated to over 100 mph, recklessly passing other vehicles and blowing through stop signs and traffic signals, the complaint said.
About nine other deputies and squad cars joined the pursuit. One deputy was deploying stop sticks when the vehicle allegedly swerved within five feet of him, causing the deputy to jump out of the way, according to the complaint. At a roundabout where deputies had set up stop sticks, the vehicle allegedly “drove onto the median, ran over a stop sign and got stuck,” the complaint said.
Deputies raised their firearms and ordered the suspect out of the vehicle at gunpoint. When the suspect complied, he was arrested. An AR 15 model rifle was found on the front passenger seat of the vehicle, with a magazine inserted into it, according to the complaint.
On Feb. 17, the Marinette County warrant for Chilcote’s arrest was canceled and extradition was waived, according to public documents. Chilcote’s next court date in Minnesota is a virtual appearance in May.
No new information was available about the alleged homicide of a 24-year-old Marinette woman, Gabriella Cartagena. While an amended complaint said Walworth County Medical Examiner’s Office was involved in the investigation, a call to Walworth County was referred back to the Marinette County Medical Examiner.
According to Marinette County Medical Examiner Kalynn Van Ermen, no additional information is being released at this time.
According to Marinette County District Attorney DeShea Morrow’s amended complaint, Cartagena allegedly was shot in the head near Red Arrow Park in Marinette on Feb. 4. Through the use of drones and other law enforcement technology, her body was allegedly found buried in the snow near Birch Creek Road in Menominee County, according to the amended complaint.
Cartegena was the mother of a three-year-old and was the daughter of Denise Reed and the late Alfonso Cartagena, according to an online obituary. She was the youngest in her family and had four siblings. The obituary recalled her “unforgettable smile” and sense of humor, with a “laugh that always lit up the room.”
A service for her was scheduled for Friday, Feb. 20, in Milwaukee.
